The Freguesia de São Sebastião do Ouricury existed since April 1844 and belonged to the Vila de Exu. It was located on the right bank of the Ouricuri, near the border with the state of Piauí, 630 kilometres west of the provincial capital Recife. In June 1849, it became a vila and in May 1903, it finally became a city. The place name refers to a species of palm tree found in the region.
As announced by the regional press, the local post office was created in June 1850:

A Freguesia de São Sebastião do Ouricury existia desde abril de 1844 e pertencia à Vila de Exu. Situava-se na margem direita do rio Ouricuri, perto da fronteira com o estado do Piauí, 630 quilômetros a oeste da capital do estado, Recife. Em junho de 1849, tornou-se vila e, em maio de 1903, finalmente cidade. O nome do local refere-se a uma espécie de palmeira encontrada na região.
Conforme divulgado pela imprensa regional, em junho de 1850 foi criada a agência local dos correios:

Die Freguesia de São Sebastião do Ouricury bestand seit April 1844 und gehörte zur Vila de Exu. Sie lag am rechten Ufer des Ouricuri, nahe der Grenze zum Bundesstaat Piauí, 630 Kilometer westlich der Provinzhauptstadt Recife. Im Juni 1849 wurde sie zur Vila und im Mai 1903 schließlich zur Stadt. Der Ortsname bezieht sich auf eine in der Region vorkommende Palmenart.
Wie die regionale Presse bekannt gab, wurde im Juni 1850 die Einrichtung eines Postamts beschlossen:
