Penha station was opened in February 1878 by the E. F. Carangola railway company (Itabapoana line). It was located in the municipality of Campos, 310 kilometres north-east of the capital, Rio de Janeiro. The railway line was transferred to E.F. Leopoldina in 1890 and belonged to Rede Ferroviária Federal S.A. from 1975 until its closure in 1996 (estacoesferroviarias.com.br). Today, the tracks are still in place and the building houses the municipal cultural centre ‘Poeta Antonio Silva’.
From 1892, the station bore the name Conselheiro Josino in honour of Josino do Nascimento e Silva (1811–1886). He was a lawyer and politician born in Campos.
According to the directory of imperial post offices (Tabella das Agências do Correio do Império, Rio de Janeiro, 1885), there had been a post office there since 1871. However, this is likely incorrect, as the station was not built until much later. A more likely creation date is around 1883, as stated on the website agenciaspostais.com.br.
To date, no imperial postmark from this station has been seen.

A estação Penha foi inaugurada em fevereiro de 1878 pela E. F. Carangola (Linha de Itabapoana). Localizava-se no município de Campos, a 310 quilômetros a nordeste da capital, Rio de Janeiro. A linha ferroviária passou para a E.F. Leopoldina em 1890 e, de 1975 até o fechamento em 1996, pertenceu à Rede Ferroviária Federal S.A. (estacoesferroviarias.com.br). Hoje, os trilhos ainda existem e o prédio abriga o Centro Cultural Municipal “Poeta Antonio Silva”.
A partir de 1892, a estação recebeu o nome de Conselheiro Josino em homenagem a Josino do Nascimento e Silva (1811–1886). Ele foi um jurista e político nascido em Campos.
De acordo com a Tabella das Agências do Correio do Império (Rio de Janeiro, 1885), havia ali uma agência dos Correios desde 1871.
